FOR INTERNATIONAL ADOPTEES:
How to get your Documents using the Freedom of Information Act (FOIA):
International adoptees can get copies of their adoption documents from the US Government office of US Citizenship and Immigration Services (USCIS), which is part of the Department of Homeland Security, using a Freedom of Information Act (FOIA) request. They say that there is a charge for the FOIA request, but I have never been charged for my FOIA requests.
Here's how to do it:
Website: http://HTTPS://www.foia.gov
SEARCH FOR "Immigration"
SELECT "U.S. Citizenship & Immigration Services (Department of Homeland Security). Then you will see a message saying that USCIS is not linked to FOIA.GOV, but giving you a different link to the online request form for USCIS. Create an account for USCIS.
Submit a FOIA/PA request for yourself and select "Immigration Entry Documents." You can upload your ID documents or any other relevant documents. The website says that the cost will be $25.00 or less. It says that they will send you a bill, but I never got a bill for my FOIA requests. A few days after you submit the request, you'll get an email from USCIS telling you that they got your request. About a month later, you'll get an email with an attached pdf file with all of your immigration entry documents. Here are the types of documents that you can get in your file:
